Why not the third option and have them have both names?

Or else there would be serious problems with PK's canon. :P

Cyphers could be their actual name, while Nobodies are what everyone else's calling them.

(If the Kingdom Hearts' version of nobodies come to the world, the former would be called Inhuman Nobodies to distinguish them from the latter).
